Training for Performing Lead Clearance Examinations in Target Housing and Child-Occupied Facilities

A Clearance Examination verifies that a work site has been left in a lead-safe condition after activities that disturb lead-based paint (LBP). The U.S. EPA requires clearance after all abatement projects in target housing and child-occupied facilities, and the U.S. HUD requires clearance following federally-owned or federally-assisted abatement and interim control projects in target housing.

Because most pre-1978 residences and child-occupied facilities are presumed to contain LBP, clearance examinations play a critical role in protecting children and families from exposure. HUD allows state-licensed Clearance Examiners (EPA Sampling Technicians) to perform clearance examinations after interim controls, while abatements (permanent hazard removal) require licensed Lead Inspectors or Lead Risk Assessors.

Indiana offers a three-year Clearance Examiner license with a $150 certification fee. Refresher training is required every three years. Licensing and program information is available through the Indiana Department of Health Childhood Lead Poisoning Prevention Program.

This course, delivered under the Ivy Tech Environmental Management Institute (EMI), provides the training needed to perform clearance examinations in compliance with EPA and HUD requirements and prepares participants for Indiana state certification.

Upon successful completion of the Lead Clearance Examiner Initial course, participants will be able to:

Understand and apply:

  • The role and purpose of clearance examinations in target housing and child-occupied facilities
  • EPA and HUD requirements for clearance following abatements and interim control projects
  • Definitions and regulatory thresholds for lead-based paint and lead hazards
  • Sampling protocols, documentation standards, and pass/fail criteria

Demonstrate competency in:

  • Conducting visual assessments for deteriorated paint, debris, and dust
  • Collecting dust wipe samples using HUD/EPA-approved procedures
  • Managing chain-of-custody documentation and submitting samples for laboratory analysis
  • Interpreting laboratory results and determining clearance outcomes
  • Preparing compliant clearance examination reports
