Access to staff, students and facilities

Ivy Tech Community College receives many requests from the community for use of its facilities, access to staff and students for solicitation purposes, and services of its culinary arts students and faculty. The following guidelines are designed to provide fair and orderly processes through which such requests can be submitted by community members and evaluated by Ivy Tech in terms of their feasibility and congruence with the College's mission.

Solicitation requests guidelines To provide a fair and consistent process for the regulation of solicitation by non-College related businesses and organizations on all Ivy Tech Community College of Indiana North Central sites, in order to ensure the health, safety, and

Only solicitation that results in a direct educational benefit to students or is of significant benefit to the Ivy Tech Community College of Indiana- North Central community will be permitted unless specifically authorized by the Chancellor at the South Bend campus or the Executive Dean at the Elkhart or Warsaw campuses. Such events shall be consistent with the missions, goals, and mandates of the College.
The College reserves the right to regulate the time, manner and place of solicitation activities on its campuses. The College reserves the right to charge for the use of the facility if it is determined that the scheduled event will cause additional expense to be incurred by the College. No College facilities, including buildings and grounds, shall be used for any solicitation other than those approved by the Executive Director of Administration at the South Bend campus, or the Executive Dean at the Elkhart and Warsaw campuses. Such approval shall be consistent with the law and the following procedure.

“Solicitation” shall mean commercial and non-commercial activities, including, but not limited to, campaigning, canvassing, demonstrating, distributing or posting books, coupons, flyers, leaflets, literature or other documents, lecturing (outside of regularly scheduled course offerings), petitioning, or selling.
The Executive Director of Administration at the South Bend campus, and the Office of the Executive Dean at the Elkhart and Warsaw campuses shall have the authority to review and approve all solicitation activities on their respective campuses. Any person or organization wishing to conduct solicitation activities on campus shall be provided with a copy of this guideline and any accompanying forms and advised of the application process. Applications for approval to conduct solicitations on campus shall be made to the appropriate office at least 10 business days in advance of the proposed activity. Applications shall be considered and solicitation activities on campus shall be conducted according to the following guidelines:

  • The solicitation shall not disturb or interfere with the educational mission or extra-curricular activities being conducted in or on facilities owned or controlled by the College.

  • The solicitation shall not interfere with or impede the free flow of pedestrian and vehicular traffic on sidewalks and streets and at places of ingress and egress to and from buildings owned or controlled by the College.

  • The office in charge of reviewing and approving solicitation activities shall designate appropriate locations on its campus for such activities and may restrict such activities to those locations, so as to minimize any disruption of or interference with academic or other scheduled activities on the campus.
  • The solicitation shall not harass, embarrass, or intimidate the person or persons being solicited.
  • Non-College businesses or agents shall restrict their solicitation activities to areas specified by the Student Affairs Office at the South Bend campus, and the Office of the Executive Dean at the Elkhart and Warsaw campuses.
  • Unauthorized or unapproved solicitations by leaving flyers, leaflets or similar materials on motor vehicles or in unattended or unauthorized locations shall not be permitted.
  • Unauthorized or unapproved commercial or charitable solicitations are not permitted. Violators will be asked to leave the building or property.
    Under no circumstances shall the following be permitted to use College facilities:
  • Individuals, groups or organizations whose presence on campus poses a threat to the safety of the College community and/or the security and well-being of its members.

Our philosophy We seek to accommodate all civic agencies, non-profit groups and for-profit corporations whenever possible as long as:

The content of the event is in keeping with the mission of the college: “As a statewide open-access, community college, Ivy Tech Community College of Indiana provides residents of Indiana with professional, technical, transfer and lifelong education for successful careers, personal development, and citizenship. Through its affordable, quality education programs and services, the College strengthens Indiana’s economy and enhances its cultural development.”

  1. The purpose of the event is not primarily political in nature.
  2. The facilities are not used for commercial activities involving the direct sale of goods or services.
  3. The event does not compete with College-sponsored programs.
  4. The use of the facilities does not unreasonably impede or interfere with College operations. Primary consideration for use of the College facilities will be given to College-related activities.

Your responsibilities

  • Applicants must submit their request for use of College facilities no later than 30 days prior to the scheduled date of the event. The College reserves the right to refuse requests after that time for that reason alone.
  • Event sponsors shall be responsible for the activities and attendees of their event.
  • The costs resulting from damage to property, theft or loss of equipment or supplies arising from the occupancy of any portion of the facility shall be charged to the event’s sponsor. All equipment used shall be returned to its original state.
  • Use of alcohol or other intoxicants is strictly prohibited. Use of tobacco is prohibited in our buildings and on our grounds except for designated outdoor areas only.
  • The activities of the event shall be restricted to the areas indicated on the request.
  • Moving, removing or any rearranging of any furniture, equipment or other Ivy Tech Community College of Indiana property for your event must be coordinated through the Facilities Manager of the campus. For safety and security reasons this generally means that all such actions must be done by our facilities staff.
  • If the College is closed for any emergency, all scheduled use of campus facilities shall be automatically cancelled. College closings are broadcast through the local media. The College shall not be held liable for any loss or inconvenience arising from the cancellation or early termination of an event due to an emergency closing of the campus.

Approval Process

  • The official approval process begins when the College receives a completed Ivy Tech Community College of Indiana Facilities Rental Agreement. Copies of the form are available through the office of:

  • The request is reviewed by the executive dean of the campus (Elkhart and Warsaw), an oversight committee and/or the Office of the Chancellor.
  • A Certificate of Insurance is required from most organizations.
  • Non-profit organizations may be required to prove their exact IRS tax status.
  • A reply to the requesting organization will be made in as timely a manner as possible.
  • The request may be approved contingent on agreement on usage fees or other requirements specific to the event in question.
  • The requesting agency is welcome to visit the College at any time during this process. Please arrange the visit through the Facilities Scheduler, South Bend campus; and the Office of the Executive Dean, Elkhart and Warsaw campuses.
  • In the event that Ivy Tech classes are cancelled due to weather or other emergency, the event also will be cancelled. It is the responsibility of the sponsoring organization to inform prospective attendees of the event cancellation. For Ivy Tech cancellation announcements, watch WSBT-TV, WNDU-TV or WSJV-TV, or tune into major area radio stations providing cancellation information.

Requests for culinary arts services (South Bend campus only)

Our philosophyIvy Tech Community College of Indiana believes that service to community is an important component of the educational experience for its students. In that spirit, the College makes available the services of culinary arts students and instructors on an occasional basis for fundraisers and community events sponsored by nonprofit organizations. (Unfortunately, we are not able to accommodate requests from for-profit organizations.) ConsiderationsBecause of the labor required to provide high-quality culinary arts services, Ivy Tech’s Hospitality Administration Program can agree to only a limited number of requests .Requests are reviewed based upon the following considerations:

  • Students and staff are available at the time requested

  • The service can be provided as part of an academic course in progress at the time of the event

  • The requesting organization covers the costs of the event

  • The purpose of the event is not primarily political in nature

  • The event does not compete with College-sponsored programs

  • The use of Ivy Tech’s facilities, if required, is approved under the guidelines for Requests for Events to Be Held at Ivy Tech, available on the Web at www.ivytech.edu/southbend, click on “Business and Community.”

Procedure

  • Submit the request form below to the Facilities Scheduler no later than 60 days before the planned event.
  • College administrators will review the request.
  • The Facilities Scheduler will reply to the requesting organization. Please do not call the program chair directly.
