| Parking and Traffic Policies and Procedures
Scope
This document identifies applicable Ivy Tech Community College – Richmond policies and procedures related to parking and traffic flow for all Ivy Tech Community College – Richmond locations. This policies and procedures document is produced for use by the College staff as well as Campus Police and Connersville security staff.

Overview
Ivy Tech Community College – Richmond provides student, faculty, staff, and visitor parking at no charge, however does require that students, faculty, staff, and visitors follow posted speed limit signage as well as other posted signage with regards to designated parking areas. Designated parking areas are defined as areas marked with no parking, handicap access, pick-up/drop-off, and other specialized signage. Parking hang tags are provided as a means to identify vehicles and owners more easily in case of damage or accidents. In addition, parking tags will aid campus police in the enforcement of parking and moving violations on the campus without the necessity of issuing higher cost state tickets which add points to an individual’s driver’s license and may impact automotive insurance rates.
Policy
All full-time faculty and staff and part-time staff are issued a permanent tag. All students and part-time faculty are issued a hang tag once per semester. Student and part-time faculty hang tags change in design each semester to identify them as a current hang tag.
Only the current hang tag should be displayed and only current hang tags are valid. Current hang tags are issued just prior to and/or during the first week of each semester to all currently enrolled students and contracted faculty. The hang tag for a semester remains valid until the beginning of the second week of the next semester, at which time all new hang tags will be issued and should be displayed.
Hang tags allow the bearer to park on any Ivy Tech Community College – Richmond parking lot as well as on Indiana University East parking lots in non-designated parking areas. The hang tag does not allow access to park in visitor parking spaces or in handicap or other designated parking areas of either institution.
Procedure
Hang Tag Distribution
- Hang tags are issued primarily by the Office of Facilities.
- One hang tag will be issued to each full-time faculty or staff member or part-time staff member upon the effective date of this policy.
- One hang tag will be issued to each part-time faculty member upon issuance of their first contract for that semester.
- One hang tag will be issued to each currently enrolled student in paid status on or about the middle of the week prior to the start of classes. A second mailing/distribution will occur at the end of the first week of classes. Special mailings will be done as needed for off-cycle courses.
- If a student does not receive a hang tag one can be issued by the Student Affairs Counter if the student is in paid status and currently enrolled. The student affairs counter will record the tag number and the student’s name.
- If a student reports their hang tag lost or stolen, they may receive a replacement from the Student Affairs Counter. Their old tag will be recorded as lost or stolen and that information will be forwarded to Campus Police on a weekly basis.
- If a faculty or staff member does not receive a hang tag they can receive one from the Office of Human Resources.
- Visitors are not required to have hang tags. If employees are hosting a large event on campus they may contact the Office of Facilities which will notify Campus Police to be mindful of the fact that there are visitors on campus who may be parked in other lots. It is important to remind visitors to campus to obey posted traffic and parking signage.
Ticketing
- Campus police may issue tickets for the following parking and/or moving violations: exceeding posted speed limits, parking in a handicap zone without an appropriate handicap placard, parking in other designated parking spaces other than for their designated use.
- Handicap parking will be enforced by Campus Police.
- All tickets issued to Ivy Tech students, faculty, staff, and/or visitors will be added as fees on account in the Ivy Tech Community College – Richmond Business Office and Financial Records System. The ticket serves as the first invoice. A second invoice will be issued if the ticket is not paid within 30 days of issuance.
- To dispute a ticket, send a copy of the ticket along with a written dispute to the Executive Director of Finance.
Communication of this Policy
This policy will be communicated annually in the student handbook, as well as through mailings to students, faculty, and staff with hang tags. Prior to the launch of the policy in Fall 2007, additional communication will be provided to students from the Office of the Dean of Student Affairs and the Office of Facilities.
