To promote the free exchange of ideas, Ivy Tech Community College, Lafayette permits students, faculty, employees, and the general public to distribute printed materials and to solicit signatures on the campus, subject to the time, place, and manner restrictions set forth in this policy. People who voice their opinions in public are attempting to teach or voice their beliefs or concerns to those who want to listen. Individuals not interested in what they are saying or not agreeing may chose to walk away. The college believes this promotes free speech and the principles of education and the formulation of one's own values.
This policy does not cover for-profit transactions. The College's policies on commercial and charitable solicitation must be consulted separately. Printed materials used in connection with the College's academic and administrative programs are the responsibility of the appropriate originating units within the College and are not covered by this policy. This policy is not intended nor shall it be used by the College for prior content review of printed materials.
Time and Place Restrictions

- Distribution of printed materials is limited to the College's normal operating schedule.
- Distribution of printed materials or solicitation of signatures is permitted outside buildings on sidewalks within the campus is limited to the daylight hours.
- Displays and/or distribution of material or the collection of signatures may not be done within 50 feet of any College building.
- Distribution of material must be done in person. Placing literature on windshields, tables, or other locations is not permitted. Additionally, no signs may be placed on college property without permission form the Dean of Student's Office.
- No distribution of printed materials or solicitation of signatures is permitted inside buildings without prior approval from the Dean of Students' Office. This permission will be given for college business only.
Conduct and Manner Restrictions
Those who distribute printed materials or solicit signatures on the campus must not:
- Attempt by repeated demands, threats, or otherwise, to coerce passersby into accepting or paying for materials.
- Interfere with, impede, or cause blockage of the normal flow of traffic.
- Commit any act likely to create an imminent safety or health hazard.
- Accompany the distribution of materials with loud or raucous sounds likely to disturb others solely by reason of their decibel levels.
- Interfere with or disrupt any other lawful activity by anyone else lawfully in the same general location at the same time.
- Post materials on any walls, windows, doors, sidewalks, trees, light poles, etc., or any other college equipment.
- Distribution of the following materials is prohibited:
- Material that is either libelous, or, under current legal standards, obscene.
- Material that is likely to incite or produce imminent lawless action.
- All printed materials in whatever manner distributed must identify the issuing person(s) or organization(s)
.Enforcement
Violations
Alleged violations of this policy should be reported to the campus security, who after consultation with the Dean of Student Affairs or designee, will determine whether or not a violation is occurring. Upon a determination by the Dean that a violation is occurring, security or other college officials shall inform the person(s) responsible that the violation and/or activity must cease.
Penalties
Violations of this policy may result in withdrawal of permission to distribute printed materials or to solicit signatures. The College reserves the right to confiscate materials whose distribution is prohibited by this policy. Individuals may be prohibited from entering any area of the campus and be excluded from the campus if this policy is violated. Failure to comply with a cease and desist directive may lead to arrest and prosecution and/or result in enforcement of sanctions.
