To promote the free exchange of ideas, Ivy Tech Community College, Lafayette permits students, faculty, employees, and the general public to distribute printed materials and to solicit signatures on the campus, subject to the time, place, and manner restrictions set forth in this policy. People who voice their opinions in public are attempting to teach or voice their beliefs or concerns to those who want to listen. Individuals not interested in what they are saying or not agreeing may chose to walk away. The college believes this promotes free speech and the principles of education and the formulation of one's own values.
This policy does not cover for-profit transactions. The College's policies on commercial and charitable solicitation must be consulted separately. Printed materials used in connection with the College's academic and administrative programs are the responsibility of the appropriate originating units within the College and are not covered by this policy. This policy is not intended nor shall it be used by the College for prior content review of printed materials.

Violations
Alleged violations of this policy should be reported to the campus security, who after consultation with the Dean of Student Affairs or designee, will determine whether or not a violation is occurring. Upon a determination by the Dean that a violation is occurring, security or other college officials shall inform the person(s) responsible that the violation and/or activity must cease.
Penalties
Violations of this policy may result in withdrawal of permission to distribute printed materials or to solicit signatures. The College reserves the right to confiscate materials whose distribution is prohibited by this policy. Individuals may be prohibited from entering any area of the campus and be excluded from the campus if this policy is violated. Failure to comply with a cease and desist directive may lead to arrest and prosecution and/or result in enforcement of sanctions.
