Board of Trustees - Bloomington Campus

The Bloomington Campus Board of Trustees are Ivy Tech’s active ambassadors and are strategic points of contact between the College and employers, students and the communities the campus serves. The seven-member regional board met for the first time on Wednesday, July 18, 2001 on the Bloomington campus. All counties in the Bloomington Campus service area are represented on the regional board and the following portfolios are held: commerce, manufacturing, agriculture, education, labor and there are also two at large positions.


Mr. Gary Chaplin
Mr. Gary Chaplin, a resident of Morgan County, is a representative for Edward Jones Investments.

 Mr. Gary Chaplin, a resident of Morgan County, is a representative for Edward Jones Investments. A graduate of Martinsville High School, Mr. Chaplin studied business technology and computer information systems. He has owned small businesses and has worked for the State of Indiana Department of Administration and G.R. Brinkman Entertainment, Inc. Chaplin currently serves on a number of community boards. Accomplishments include being past chair of the Greater Martinsville Chamber of Commerce and a past president of the Martinsville Rotary Club. Mr. Chaplin fills the manufacturing position on the Bloomington Regional Board.

James Crabb

Mr. Crabb fills the Labor position and represents the interests of Greene County

James Crabb, a resident of Greene County, is the Vice President of Carpenters Local 1664. Mr. Crabb has been an active participant in labor activities for over 23 years. He has, and continues, to lend invaluable advice and support to the educational opportunities pursued by the Bloomington campus, especially local apprenticeship initiatives.  Mr. Crabb fills the Labor position on the Bloomington Board of Trustees.

Connie Ferguson

Mrs. Ferguson fills the Commerce position
and represents the interests of Monroe County

Connie Ferguson, a resident of Monroe County, is the owner of CS Property Management. Mrs. Ferguson is well connected and actively involved in commerce and industry in the greater Bloomington area. She is a loyal and long-time supporter of education and has continually endorsed the Ivy Tech State College-Bloomington campus in her role as a member of the Region 10/Bloomington and Columbus Board. Mrs. Ferguson fills the Commerce position on the Bloomington Board of Trustees.

Jerry Lambrecht
Dairy Farmer/Insurance Agent

Mr. Lambrecht fills the Agriculture position and represents the interests of Lawrence County

Jerry Lambrecht, a resident of Lawrence County, is a Bedford dairy farmer and a farm bureau insurance agent. A specialist in agricultural affairs, Mr. Lambrecht has been actively involved in a broad spectrum of agricultural activities in the greater Bedford area for over 25 years and has served on a number of committees for the Agriculture School at Purdue University. He fills the Agriculture position on the Bloomington  Board of Trustees.

Frank Nardi
Owen County Circuit Court Judge

Judge Nardi fills the first At Large position and represents the interests of Owen County

Frank Nardi, a resident of Owen County, is a judge in the Owen County Circuit Court. Judge Nardi has been employed as deputy prosecuting attorney and Title IV-D attorney in the Owen County Office of the Prosecuting Attorney and was elected Judge of the Owen County Circuit Court and has served in that capacity since 1983. He also serves as a member of the Board of Directors for the Owen County Community Foundation and is involved in numerous community projects. Judge Nardi fills the second At Large position on the Bloomington Board of Trustees.

Dan Peterson
Vice President, Industry & Government Affairs Cook Group Inc.

Since joining Cook in 1989, Dan has had management and executive level responsibilities in the areas of operations, finance/accounting, human resources and benefits.? Current responsibilities include oversight of industry, government and external relations.?? Primary areas of focus are centered on healthcare policy and delivery, education and workforce development.

Dr. James Touloukian
Dr. Touloukian fills the second At Large position and represents the interests of Monroe County

A native of Indiana, Touloukian was born in Lafayette in 1950. He received a B.S. Degree from Indiana University in 1972, and his M.D. Degree from Indiana University School of Medicine in1976. He is board certified in internal medicine and gastroenterology. Dr. Touloukian is also currently serving as an associate clinical professor of medicine at Indiana University School of Medicine. He is an active member of the Owen-Monroe County Medical Society, Indiana State Medical Association, American Society of Internal Medicine, American College of Gastroenterology and the Crohn’s and Colitis Foundation.
